NAVFAC Northwest awards record-breaking $9 billion multiple award construction contract

In a historic achievement for naval infrastructure delivery, Naval Facilities Engineering Systems Command (NAVFAC) Northwest awarded a $9 billion indefinite-delivery/indefinite-quantity, multiple-award construction contract (MACC) Sept. 30.

Marking the largest single procurement action in NAVFAC Northwest history, the command selected 15 industry-leading construction partners for the award just before the close of the fiscal year – a testament to months of rigorous planning, complex market research, and exhaustive coordination across the enterprise.

Behind the Scenes: Acquisition Excellence Executing an acquisition vehicle valued at $9 billion requires an extraordinary level of precision, endurance, and technical acumen. Crossing the finish line on Sept. 30 culminated months of long hours, negotiations, and intense dedication by NAVFAC Northwest’s acquisition and contracting professionals.

The contracting team spearheaded the development of intricate source-selection criteria, navigated multi-agency regulatory compliances, and evaluated over 20 comprehensive proposals to assemble this historic vehicle.

Building for the Future: Broad Scope, Lasting Impact The contract structure includes a one-year base period, two two-year options, and one three-year option period, spanning up to 96 months through September 2034. While the vehicle encompasses work across the region, the vast majority will directly revitalize and modernize military installations throughout Washington State. The contracting team engineered this vehicle as a versatile, rapid-response delivery option that actively supports virtually every facet of shore infrastructure, including:

Mission-Critical & Specialized Facilities: Advanced aviation hangars, Special Access Program Facilities, Sensitive Compartmented Information Facilities, industrial fabrication plants, and maintenance hubs.
Energy, Grid & Utility Resilience: High-voltage substations, electrical distribution modernization, power and communication corridors, and critical storm-water/culvert infrastructure.
Operational & Civil Infrastructure: Airfield pavement overhauls, arterial roadway and bridge reconstruction, tactical training ranges, and waterfront production facilities.
Quality of Life & Force Support: State-of-the-art medical and dental clinics, modernized personnel barracks and lodging, administrative centers, and recreational facilities.
